Council Meeting Highlights (4/10/23)

(Cleveland – April 10, 2023) - City Council held its regular Monday meeting tonight, both in person in Council Chambers and through live streaming.  The next regular meeting is April 17th . Here are tonight’s highlights:

Cleveland Awarded CityStart Grant: Council approved accepting a $75,000 CityStart Grant issued by Cities for Financial Empowerment.  Working with consultants, grant funds should be used to support the development and support of a financial empowerment action plan. The goal is to help address disparities and barriers to financial stability among minorities in the city. (Ord. No. 212-2023)  

Numerous pieces of legislation were passed dealing with the Port Control. They include:

  • Entering into a new lease with Fulton BHS CLOH I, for city-owned property across from the passenger terminal building at Cleveland Hopkins International Airport on Old Grayton Road for the use of operating a mini-storage facility and parking area for public use.
  • Exercising the first option to renew a contract with Mr. Excavator Inc. to provide the necessary items of fencing, gates and guardrails, including labor and materials for the repair and maintenance of gates, fencing, guardrails and other related items, including installation for the various divisions of the Department of Port Control.
  • Entering into a Lease Agreement with Southwest Airlines Co. for cargo space at the South Cargo Facility of Cleveland Hopkins International Airport.
  • Entering into a Lease Agreement with Worldwide Flight Services, Inc. for space in the South Cargo Facility at Cleveland Hopkins International Airport for operation of an air cargo facility.
  • Entering into agreements for towing services at the Cleveland Airport System. Illegally parked vehicles on roadways and in parking lots on airport property has been an increasing issue.
  • Entering into contracts with Fire Force, Inc. for professional services necessary to provide the Airport rescue and firefighting personnel annual FAA certification training.
  • Leasing space in the terminal building of Burke Lakefront Airport for a podcast studio and office space.

Introductions:

Two resolutions were introduced:  

  • Opposing Ohio Attorney General Dave Yost for signing the letter from Republican attorneys general to CVS and Walgreens warning against dispensing and mailing abortion pills and rebuking Walgreens for bowing to political pressure and declaring it will not dispense certain abortion pills in Ohio. The five Councilwomen, Jasmin Santana, Jenny Spencer, Stephanie Howse, Rebecca Maurer, and Deborah Gray sponsored the resolution. Res. No. 446-2023.

  • Supporting the Reproductive Rights ballot initiative, “The Right to Reproductive Freedom with Protections for Health and Safety”, and a citizen’s right to gather signatures to amend the Ohio Constitution with a simple majority of 50% plus one vote of the electorate. The five Councilwomen, Jasmin Santana, Jenny Spencer, Stephanie Howse, Rebecca Maurer and Deborah Gray, also sponsored this resolution. Res. No. 447-2023

Cleveland National Airshow: Introduced legislation to enter into a lease with the Cleveland National Airshow, Inc. for the use of office space, airfield and airport facilities at Cleveland Burke Lakefront Airport to conduct the air show and related events, for a period of three years with two one-year options to renew. The legislation will go to Directors of Port Control, Finance, and Law; before going to Council Committees on Transportation and Mobility, and Finance Diversity Equity and Inclusion before final council vote.
