Councilman Richard A. Starr Calls for Independent Investigation into Rainbow Terrace Explosion and Fire

In the wake of the tragic explosion and fire that tore through the Rainbow Terrace apartments in Garden Valley on June 23, 2025, Ward 5 Councilman Richard A. Starr is formally calling for an independent investigation into the incident. The explosion, which left a trail of destruction and uncertainty among residents, has raised serious concerns about safety conditions and long-standing maintenance issues at the property.
"While local authorities are conducting an initial investigation, it is imperative that we also conduct a thorough, impartial and independent review to fully understand what led to this tragic event," said Councilman Starr. "Residents have voiced their frustrations for years about unresolved maintenance problems. It’s time we listen—and act."
For over seven years, Councilman Starr has worked closely with the Rainbow Terrace community, advocating for improved living conditions. Residents have consistently reported slow or insufficient responses to maintenance complaints, many of which may have contributed to unsafe conditions.
Councilman Starr is urging Ohio Attorney General Dave Yost to lead an independent study and investigation into the explosion. This initiative would provide much-needed transparency and reassurance for the affected families and the broader Cleveland community.
"Involving an independent body with a proven track record in public safety will not only ensure accountability, but it will also help us establish a framework to prevent such tragedies in the future," said Councilman Starr. "The findings of this study should be shared statewide so that other municipalities can proactively protect their residents."
The call for action emphasizes that this is more than just a local incident—it’s a statewide concern. A comprehensive report could pave the way for new safety standards and responsive housing protocols across Ohio.
Councilman Starr concluded, "We owe it to the victims, their families, and every Ohioan living in subsidized or low-income housing to uncover the truth and take meaningful steps forward. Our community deserves answers—and they deserve safety."
