Council Meeting Highlights

City Council convened for a regular in-person meeting tonight in Council Chambers, which was also live-streamed. This evening's session marked a historic moment as Councilwoman Jasmin Santana became the first Latina to preside over a City Council meeting.
The next City Council meeting is scheduled for June 2nd, the final regular meeting before the summer recess. During the summer, two meetings will be held, one in July and one in August. Below are the highlights from tonight’s meeting:
Pay Increase for Police: Council approved the collective bargaining agreement with the Fraternal Order of Police, Lodge No. 8 (F.O.P.), covering the period from April 1, 2025, to March 31, 2028. The agreement addresses issues such as sick leave, clothing allowance, and other matters. It also includes salary and wage increases for members of the bargaining unit, outlined as follows:

Road Improvements: Council authorized the sale of city-owned property to the Ohio Department of Transportation (ODOT) to construct the improvements for the I-90 Central Interchange from East 9th Street to Carnegie Avenue. ODOT is planning improvements to the I-90 Central Interchange. The improvements include reconstruction of 0.63 miles of IR 90 between E 9th Street and Carnegie Avenue, realignment and reconstruction of several ramps in the central interchange between IR 90 and IR 77, and reconstruction of portions of the East 14th Street, East 18th Street, East 22nd Street, Cedar Avenue and Carnegie Avenue connections to the Interstate. The project is being funded by ODOT and needs to acquire two City-owned parcels to accomplish this work. Ord. No. 498-2025
Changing Tables in Every Bathroom: Council approved a resolution, sponsored by Councilman Kevin Conwell, recommending that the Bibb administration provide a diaper changing station in every men’s, women’s, and family restroom located in City-owned facilities. The resolution reads in part: "parents, especially those with infants or young children, often need a clean, private space to change diapers while out in public; and having diaper changing stations in City-owned public restrooms allows for greater convenience and ensures parents don’t have to leave the premises to take care of their child’s needs." Introductions
Legislation was introduced to continue a program Council started with United Way of Greater Cleveland, as the lead partner organization, to provide free legal services for Cleveland families facing eviction proceedings in Housing Court. The cost is $500,000. Ord. No. 664-2025
