Committees to Discuss New Police Headquarters

(Cleveland – March 14, 2023) -  Council is holding a combined committee hearing tomorrow (3/15), bringing three committees together – Safety, Municipal Services and Properties, and Development, Planning and Sustainability –  to discuss the proposed new police headquarters.

The city has introduced legislation to move the police headquarters to the historic ArtCraft building at 2530 Superior Avenue. Under the terms, the city would pay a maximum price of $90 million which includes the developer’s fee and all costs related to design and construction to renovate the building, including new building systems and a new roof, as well as construction of a parking garage, plus any new furniture or other needed equipment.

Once work is complete, ownership of the building would transfer to the city for use as the new Cleveland Police headquarters. The current police headquarters, located in leased space in the Justice Center after the city sold it to Cuyahoga County in 2018, would move in 2025.

The decision to renovate the ArtCraft building was made in late November after overturning plans envisioned by former Mayor Frank Jackson that would’ve seen a new headquarters building constructed along Opportunity Corridor.

The legislation to purchase the ArtCraft building was initially heard by Municipal Services and Properties Committee and was scheduled to go to Safety Committee next, with Chairperson Mike Polensek asking to make it into a combined hearing to enable council members to get an extended overview of the plans and all questions answered.
