Council Committee discusses placement and design of utility structures
 
 
A joint Cleveland City Council Public Utilities, Public Service and City Planning Committee will be held on Wednesday, September 26th at 1 pm to discuss proposed right-of-way legislation pertaining to service provider registrations and the installment of new structures by utility companies.      

The legislation would require more accountability to the City from service providers. New requirements include the following: all service providers will need to
(1) register with the City annually and pay a registration fee
(2) show proof of insurance
(3) provide a performance bond or establish a security fund and indemnify with the City
(4) annually inform the City's Public Service Department of improvement plans for the upcoming 12 months
(5) provide as built drawings of all improvements in the ROW
(6) pay a permit fee for improvements
(7) replace landscaping or provide replacement trees.  

Furthermore, the legislation focuses on ensuring that the appearance of improvements made and structures erected by service providers is upkept and that the visibility of such structures and improvements is minimalized.  It also provides the City some say in the design of such structures and improvements.   
 
"As technological advances require more and different types of utility structures to exist, it is important that the City ensure that these structures are not detrimental to the appearance of the City landscape," said Councilman Matt Zone, Chair of the Public Utilities Committee.   "This legislation creates a partnership between the City and service providers that strives to allow for technology to advance while protecting the beauty of our City."
