Cleveland City Council's City Planning Committee will review legislation to ban kennels from residential districts

Cleveland City Council's City Planning Committee will review legislation stems from the recommendations included in City Council's Vicious Dog Policy on Wednesday, May 30, 2007 at 1:30 pm.   The legislation would restrict the operation of kennels to premises that are more than 100 feet from a residential district.

The change in law was recommended in a white paper released by City Council last year.   The purpose of the change is to prohibit backyard breeding and stop the trafficking of dogs that are bred specifically for fighting from occurring in residential neighborhoods.

The law focuses on those individuals that bred dogs for hunting, for sale or for any gain, not on the owners of pets whose animal may become pregnant naturally.

"City Council's working group on vicious dogs underwent a 14 month process of analyzing our existing vicious dog laws, which included looking at the way in which the Administration enforces the law and how the Judicial branch deals with those that break it," said Councilman Zone.   "We found that creating a zone classification that specifies where breeders can operate will help us regulate the industry and limit illegal breeding practices."
