Council to approve legislation to turn around vacant and abandoned properties

A few more small steps will be taken on Monday, March 31, 2008 in the efforts to Break the Cycle of Foreclosure and Abandonment, when Cleveland City Council’s Finance Committee expects to approve three piece of legislation that will get public land into the hands of three local Community Development Corporations (CDC) for redevelopment.

The Breaking the Cycle of Abandonment Initiative includes a four step, holistic approach, addressing Detection, Prevention, Maintenance and Blight Elimination and Redevelopment.  In utilizing a program that allows for the purchase of vacant or abandoned HUD properties for a dollar, the City of Cleveland, Council Members and CDC’s are actively moving forward with the Redevelopment step.

Several properties in Slavic Village will be purchased and conveyed to the Slavic Village Development Corporation; a few properties on W. 52nd and W. 57th Street will be purchased and conveyed to the Detroit Shoreway Development Organization; and a property on Muskoka Avenue will be purchased and transferred to Northeast Shores Development Corporation.

Slavic Village Development Corporation, with the support of Ward 12 Councilman Anthony Brancatelli, will tear down some of the properties they receive and rehabilitate others.

Detroit Shoreway Development Organization, with the support of Ward 17 Councilman Matt Zone, well rehabilitate and rent the W. 57th Street property, which is located in the heart of Eco-Village, possibly as an artist’s double that includes a studio and living area. The W. 52nd Street property will be touched up and resold as affordable housing.

Northeast Shore Development Corporation, with the support of Ward 11 Councilman Michael D. Polensek will spend $60,000 to rehabilitate the property on Muskoka Avenue.
