| WHY: |
Strict state regulations regarding the criminal records of workers on school construction sites are inadvertently keeping African American construction workers off the sites.
“These kinds of restrictions make it more difficult for felons to re-enter the workforce,” said Councilman Conwell. “There are far reaching consequences to this unintended effect, including increasing the rate of recidivism.” |
