Ms. Jennifer Heinert O’Leary serves as General Counsel to the Cleveland City Council. She advises Council Members and staff on legal issues regarding legislation and other municipal law matters. She also researches and drafts legislation and negotiates contracts.
A graduate of Wittenburg University with a BA in English and a minor in music, Ms. O’Leary continued her education, earning a Masters in Public Administration from the Maxine Goodman Levin College of Urban Affairs and her Juris Doctorate from the Cleveland Marshall College of Law.
After graduation, Ms. O’Leary began working as a law clerk for various firms including the Cleveland Bar Association. She became an associate at the Landskroner Law Firm where she worked in many areas of practice including wrongful death, product liability, personal injury, medical malpractive, insurance, contract and agency. Before joining the Cleveland City Council staff, Ms. O’Leary worked as the Assistant Director of Law for the City of Cleveland Department of Law.
Ms. O’Leary lives in Ward 13 and is an active member of the Cuyahoga County Law Directors Association and the Cleveland Bar Association Government Section. She is also a member of the Cleveland Orchestra Chorus and a part of the Cleveland Orchestra Chorus Operating Committee.
