INTRODUCTORY REMARKS BY CHAIRMAN ZONE:
Welcome to attendees:
  • Welcome on behalf of Council and Utilities Committee.
  • Hearing on new Standards set by Federal gov’t.
  • Public Utilities Regulatory Policy Act, or PURPA

Why is Council’s Utilities Committee holding these hearings?

  • PURPA amended by US Congress in 2005
  • City Council is governing body of Cleveland Public Power
  • Amendments require Council to consider whether City should adopt Standards
  • If City adopts, then CPP would implement the Standards.

What do the Standards do?
They Support Distributed Generation:
  • Support the use of on-site generation by electric utility customers.
  • On-site generation termed “distributed generation”, or “DG”.
  • DG includes alternative energy sources:
    • Fuel cells
    • Solar panels
    • Wind turbines
  •  Customers with DG can tie into local electric utility’s distribution system.
    • Lets the customer send excess power to utility
    • Lets customer receive power when his own system doesn’t produce enough.
They Support Demand Response:
  • Simply means that customer can “dial down” power he uses when electricity is most expensive.

What does Congress want?
  • Council must hold public hearings
  • Examine the new Standards under the PURPA Amendments
  • Council must make a formal determination as to whether CPP should implement them. 
  • The law does not require Council to adopt any Standards, but Council must make a formal conclusion on whether to adopt them or not.

Outline of today’s hearing:
  • Introductory only
  • Goal is to give general background on PURPA
  • get everyone ‘on the same page’.
  • First, Mr. Larry Mansueti of the US Department of Energy,
    • will give an overview of PURPA’s history and goals
  • Then William Zigli, the Deputy Commissioner of Cleveland Public Power
    • will give general overview of each Standard
    • what issues each raises for CPP.
  • Last, there will be distributed:
    • a schedule of forthcoming sessions
    • stakeholders have 3 chances to provide input:
      • written comment
      • Stakeholder Workshop next April
      • Second hearing next May
  • Also distributed: list of questions we’ve identified
    • All issues, as well as comments and testimony, will be posted on Council Website.
  • Thank you for your time and interest in participating.

  • Representative from the US Department of Energy, Washington, DC
  • will give an overview of
    • PURPA’s history
    • significance of the Amendments from a national perspective.
  • Mr. Mansueti is a Senior Analyst at DOE.
  • before DOE, worked for American Public Power Association
    • APPA represents the interests of municipal power companies.
    • CPP a member of APPA.

Overview of Committee Hearing Process:
  • We will distribute a handout
    • summarizes the schedule of the process
    • and information on how to submit comments.
Tentative Plan:   Hold one Stakeholder Workshop and one more Hearing:
Format:

  • December 15, 2006: Final Issue List and Hearing Schedule posted on Council Website.
  • April 2, 2007: Final date for Written Comments and Testimony to be submitted.
  • April 18, 2007:  Tentative Date for Workshop to be held at Stokes Public Utilities Bldg.

After the Workshop:
  • Council will direct Dept. of Public Utilities to prepare preliminary Report.
    • It will summarize public testimony
    • Give recommendations re: issues and Standards.
  • Public can review Report on Council Website.
  • Public can submit comment on Report to Website.
  • Review by Utilities Committee of public comment on Report.
Second Hearing:
May 23, 2007:
  • Utilities Committee will review report’s recommendations.
  • Stakeholders can speak directly to the Committee.
Additional hearings if necessary

After Second Public Hearing:
May 24 – August 8, 2007: 
  • Utilities Committee will make its final recommendations to Council
  • Council will review Committee’s determinations on the PURPA Amendments
  • Will identify what standards CPP will adopt.  
  • Process is concluded by ordinance or resolution of the City Council

Overview of Next Spring’s Stakeholder Workshop:
Purposes:
  • Give stakeholders chance to share information on Standards and technologies;
  • Public can:
    • share technical information with other stakeholders;
    • respond to issues and positions raised by participants.
  • Workshop tentatively will be held April 18 at Public Utilities Building, 1201 Lakeside

Additional information on dates and times:
will be posted on the Council Website, www.clevelandcitycouncil.org.

The Future Hearing:
  • Second Hearing will be May 23, 2007
  • here at the Mercedes Cotner Room;
  • Time will be announced at least 2 weeks in advance
